What is a CPSR, and who needs one?

The CPSR (Cosmetic Product Safety Report) is the safety report for a cosmetic product. Whoever sells a perfume under their own name is the responsible person in the EU and needs it before the first sale.

A qualified person with a university degree, for example in pharmacy or toxicology, prepares the assessment. It is part of the product information file (PIF). The notification in the EU portal (CPNP) follows.

Do I need a CPSR for my perfume?
Yes, if you sell it in the EU under your own name. Without a safety assessment the product may not be placed on the market. The duty applies to the finished perfume, not to the perfume oil alone. More in the blog (German).
What does the CPSR cost, and how long does it take?
The CPSR costs €107.10 per fragrance (incl. VAT) and usually takes 3 to 5 weeks until the PDF is in your customer account. Plan the assessment in before your launch date.
Who prepares and signs the CPSR?
A qualified person with a university degree, for example in pharmacy, toxicology or medicine. Qualified external experts prepare the assessment, we handle data collection and the process. Content and process in the blog (German).
What comes after the CPSR?
The product information file (PIF), the notification in the EU portal (CPNP) and the label with mandatory details. The CPSR is part of the PIF, which you keep for 10 years. The PIF assistant guides you through the file. In the blog (German): creating the PIF, label requirements.
Is the CPNP notification an approval?
No, the CPNP is a notification, not an approval. Cosmetics are not approved by authorities in the EU; you notify the product in the EU portal before the sale. CPNP notification step by step (German).
Who is the responsible person?
The responsible person is the person or company in the EU that answers for the product, usually the brand itself. Whoever places a product on the market under their own name is the responsible person. Duties and liability (German).
Does the order cover fragrances from other suppliers?
No, this order is only for fragrances from our range. For other fragrances send an enquiry.
